If I set my product to a minimum of 10 to order, if you want to order more, it increments at the minimum. So, the next amount would be 20, 30, 40, not 10, 11, 12.
If you set a Minimum Order Quantity = 10 under WooCommerce > Settings > Products, then this means that the cart should contain at least 10 products — not 10 instances of the same product.
To have products in your store increment by 10, instead of by 1, I recommend setting up a ‘Group of’ rule either per product or per category. If you have any additional questions, please don’t hesitate to get in touch via: https://woocommerce.com/my-account/contact-support/.
