WooPayments does support 3D Secure: https://woocommerce.com/document/woopayments/fraud-and-disputes/3d-secure/
However, because WooPayments does not currently integrate with PayPal, we will not be pursuing this feature request. If WooPayments does integrate with PayPal in the future, it will be a top consideration.
