Add Payment Action that does an Authorize Only (without Delay Capture)

Currently there are two options for “Payment Action”
1. Authorize
2. Capture

The “Authorize” option does a delay capture when an order is marked as complete. There are other gateways that allow for an Authorize Only option that will never capture a payment. It would be great to have 3 Payment Actions:
1. Authorize Only
2. Authorize with Delay Capture
3. Capture
