Actually the Rules filters all the actions of a workflow. Sometimes it’s very useful to assign different rules to different actions.
For example, if you want to add a customer to a different Mailchimp List (or Group) according to the Product the customer bought, you need to define a Workflow for each product, while instead it would be useful to trigger only one workflow and add rule-action couples like:
