Make an Offer for WooCommerce

I would like a version of Make an Offer for WooCommerce that works with Product Vendors so my multi-vendor store can allow my vendors the option to accept and negotiate offers from customers and turn those offers into sales if the offer is accepted.
The ideal Make an Offer function would work like it does at Reverb.com – where any vendor has the option to accept offers for each listing. With a mobile app, notifications of offers, and notifications of responses are very rapid and convert quickly.
