Ability to disable download feature
All things count when scaling WooCommerce to thousands of products.
In 99% of cases we have zero downloadable products in WooCommerce.
Having an option to completely disable download feature would benefit in:
Not having to run download directory tasks
Saving 3 rows of meta data per product

At scale of 100k products, this would reduce the posts meta table by 300k rows
