Affiliate Admin Approval Should Trigger Welcome Emails

If site admin adds a user and checks the ‘is affiliate?’ checkbox, the new affiliate does NOT receive a ‘welcome affiliate’ email.
I’m asking for a way to ensure that no matter how an affiliate is added to a site, that they receive a ‘welcome’ email.
