Allow three decimal places in weight ranges
When defining a weight range in a table rate rule it will always be formatted to two decimal places.
When using kilos as a weight unit this can be very limiting since there are a 1000 grams in a kilo.
The workaround for this is to change the weight unit to grams. But this isn’t always convenient because this means all product weights must be entered as grams.
