Ability to run new workflow retroactively with filter.

Hi Dan! I have a new use case for ya :).
We want to offer free shipping to anyone who writes a review so the flow is
trigger: review
Action: email
But here’s the rub.
This works amazing for NEW reviews but I want to not have to go one by one through all our reviews to send the individual email so I am wishing for a way to retroactively send our email to those that have already left reviews on the site.
Neato right?! Any ideas?
