Add rule: Order – Item Taxonomy Terms
This would function the same as the Order – Item Tags rule but would support custom taxonomies.

Yes, exactly. "Order includes Product from Taxonomy term" line should be added to rules.
You also need an ability to send manual email (via Manual Workflow) to the customer who have Opted-In to get them. Right now, I do not see an easy way to do this.
IMHO – This is a critical piece missing from this plugin because without it I see Opt-In list as essentially useless for now (since there is no way for me to Export Opt-In List.
