Customs Fees for WooCommerce

Hi Team,

Given the changes to the de minimis rule in the USA, I see an opportunity to improve this plugin.

If you can call up the HS code using API, then the system could automatically calculate the estimated customs rates, as opposed to guessing this, or accommodating for 200 different countries changing rates.

This would be worth $200 per month or more.

BUT remember that some couriers charge a customs brokerage fee (processing paperwork with customs) and disbursement fee (they pay duty to customs on behalf of the customer and invoice us) and handling/administration fees, so it is important to allow the user to add this manually if needs be
