Many times a surcharge is created after the label has been purchased. This surcharge is sent to the shipper. UPS Area Surcharged Zip Codes USA has a list of these zip codes. It would be nice if these surcharge was detected at checkout and then a we could charge a fee at checkout instead of getting a bill from WooCommerce for the missed fee when the label was purchased.
