Allow United Kingdom (UK) to have a drop-down for England, Scotland, Wales and Norther Ireland.

Due to a new EU regulation called GPSR, it is fundamental to allow Northern Ireland to be selected independent of the UK. This is because England/Wales/Scotland are not part of the EU market, whist Northern Ireland still is – so EU regulations apply to the NI, such as the new GPSR regulation which will affect import/exports, so we should be able to charge different postage prices due to the extra costs involved.
