Manual Entry for Shipping Label

I occasionally need to print shipping labels that are not connected to my standard WooCommerce orders.

Currently, I modify the shipping address details on an existing, cancelled order to do that, but it would be nice to have the ability to click a button/link that opened a blank form that, when submitted, went through the same address check/label request/print process.
