Minimum and maximum quantity rules for products, orders and categories.
Minimum order amount except for Local Pickup method in WooCommerce
Minimum order value except for specific shipping method in WooCommerce.
When delivering food, you want minimum order value, for example: 17 euro.
But when Local Pickup, you don’t want a minimum order value, must be 0.

Good idea trying to use Min/Max Quantities to conditionally offer minimum order values for different Shipping Methods. However, Conditional Shipping and Payments: https://woocommerce.com/products/conditional-shipping-and-payments/ is a better choice for conditionally displaying Shipping Methods based on different conditions. In your case, you could set up a Shipping Methods restriction to hide some Shipping Methods if the order total is less than 17 euro.
