Redistributing negative fees in WC core
Issue:
Currently, the scenario is when a negative fee is added in woocommerce, Avatax calculates taxes on product lines only and fee is not applied.
Even if we send negative line items avatax will calculate taxes on the negative lines thinking it as a refund.
In this case, the fee in the Avatax will be considered as a line item with a negative amount, tax will be calculated for this and will be deducted from the overall amount with taxes.
Suggestion:
If woocommerce deducts the negative fees from the base amount and sends them to us, as it is done in case of discounts/coupons. We can then send the discounted amount to Avatax for tax calculation causing no discrepancy.
