Try to do the following.
As a vendor create a free shipping with the threshold of your choice.
Then as an end user go to your eshop and buy items that exceed that threshold and go to check out.
Then revert to cart and change the total cost under that threshold. Then go to checkout. Ditto.
You have still free shipping although you are under the said threshold.
It will be great if you can resolve this issue.
