Country Restrictions for WooCommerce

Hello!

I would love it if I could select all products when creating a rule. Currently, the best way to select all products that I can see is by adding every single category, but if I add a new category this rule becomes out of date.

I could set the global settings but I need this only for a few countries so I could have to exclude every other country in the world to make this work which is just as impractical.

A simple way to display on all products would be appreciated!
