EU VAT Number for WooCommerce

When a user has a digital product in the checkout he can choose which ever country he wants to and that way he gets a cheaper price in (B2C) transactions. When the checkbox appears if he clicks it he can get though and make the transition. I need this to be fixed only for digital products, if they are physical the user does not have an option to cheat and buy it cheaper. this functionality is extremely important, a user can choose to pay 19% Vat instead of 24% and in big transition 400euros there is a noticeable diffirence in price.
