Disability VAT Exemption for WooCommerce

Currently, if you use WC Payments and want to VAT exempt a customer, and they use Express Checkout, IE Apple or GPay, you can’t tick the VAT Exemption box, because the plugin only currently works at checkout. I would like to see the plugin intercept Express Checkout as well, and ask if you are exempt for VAT, then submit the item to GPay or Apple Pay. I run a store for the blind, in which many of my products are VAT exempt.
