EU VAT Number for WooCommerce

Dear WOO-team,

Serious problem: the VAT-feature causes tax-errors in Germany.

Details
In Germany all german regions have the same VAT-value by law.
I have set Germany -> Bavaria as standard.
Now customers order from other regions in Germany (we have 16 different regions in Germany).
Woocommerce accpets taxfree orders by input of VAT within Gemrany.
That is wrong. All regions in Germany must be excluded from VAT if seller is in Germany.

Ways for solution:

Type 1) for standard there must be an option to select Germany as global standard

or

Type 2) in VAT app more than one region must be selectable to be excluded from VAT-free shipping.

Please give us a solution. We lose 19% of ebit by this error.
