Buy two or more of A and get B for free (not working)

Hello,

When adding two fragrance bottles then the offer is valid (get a free Lipstick kit free of charge), when the user is adding 3 or more then the offer is not valid anymore… How can we solve this?

Please see screenshot. Its strange that the offer is not valid 2 or more instead of exact 2..
