The way Product Add-Ons handles this is the other way around of what you are describing — you can specify categories to apply add-ons to: https://woocommerce.com/document/product-add-ons/#global-addons
With that being the case, you can also disable global add-ons per product: https://woocommerce.com/document/product-add-ons/#per-product-add-ons
