Count physical goods only for Free Shipping minimum

Add an option to only count physical products towards the Free Shipping minimum order amount.

Currently, when physical and virtual products are both in the cart, both count towards the order minimum to qualify for free shipping. Virtual products do not ship, so should be excluded.
