For stores selling digital (virtual + downloadable) products with no shipping, please add a setting (or filter) so the Checkout Block can calculate taxes using billing country only, without requiring state/postcode. Classic checkout supports this and shows correct VAT (e.g., EU VAT vs 0% non-EU), but the Block currently applies base store tax until a full address is entered, which overcharges non-EU buyers. A country-only mode would match tax rules for digital services and improve conversion.
