WooCommerce currently automatically changes an order to Completed after payment only when the order contains products that are both Virtual and Downloadable.

Many WooCommerce stores, however, sell products that are Virtual but not Downloadable, such as event tickets, class registrations, memberships, reservations, raffle ticket purchases, service bookings, or other digital/non-shippable items. These orders typically require no shipping or manual fulfillment, yet they remain in Processing and require store administrators to manually complete them or install custom code/plugins to automate the process.

I would like WooCommerce to automatically mark an order as Completed whenever all items in the order are Virtual products, regardless of whether they are marked as Downloadable.

This could be implemented either as:

a new WooCommerce setting (for example, “Automatically complete orders containing only Virtual products”), or
by extending the existing behavior to include all Virtual-only orders.

This enhancement would simplify order management for many WooCommerce stores that sell services, event registrations, memberships, and other non-shippable products, while reducing the need for custom code or third-party plugins.
