Automatically refresh shipping rates when weight or package details change after initial fetch.

This was introduced in WooCommerce Shipping version 2.2.4, released back on March 10, 2026. However I find the feature impedes my workflow and trigger way too many auto-refreshes with each refresh taking up to seconds. It would be great if there was a toggle in the settings to be able to turn this off.
