WooCommerce core currently doesn’t allow product modifications in the cart — customers can only update the product quantity in the cart or remove a product from the cart.
If you’d like WooCommerce to allow product modifications in the cart, like allowing customers to change the selected variation, I recommend opening a new issue in the WooCommerce core GitHub repository: https://github.com/woocommerce/woocommerce.
