You should be able to use your own account contracts (and associated API keys) with an option for low volume users to buy retail labels from through the plugin.
If the WooCommerce UPS Shipping plugin can use my rates and my account, I would think that it would be easy to add this to WooCommerce Shipping. This plugin already gets a discounted rate (using WooCommerce plan), but if I have my own account, use my rates. Charge it to my UPS account, not WooCommerce fee on my CC.
