“Failed validation handling” has two options
* Accept the order, but do not remove VAT, and
* Accept the order and remove VAT”.
For when VIES failes for prolonged periods, is it possible to add an option like accept the order and remove VAT IF the VAT number was previously set?
In a store with around 70 recurring business customers, all of whom passed manual confirmation previously and otherwise validated more than once, it is relatively safe to assume the numbers are still valid (on occasion when VIES is down).
