You can add custom fields to the block-based checkout in each of 3 places (Contact information, Addresses and Additional Order Information) (https://developer.woocommerce.com/docs/block-development/extensible-blocks/cart-and-checkout-blocks/additional-checkout-fields/). However, they can only go at the end of each of the existing field in each place. There is no current method that you can change the order of fields.
In the editor, you should be able to open any block and reorder the elements by drag and drop or with the up and down arrow heads.
