Disable or use different email addresses for different environments

Developing or troubleshooting sometimes requires completing a test purchase or another action that will trigger an email. It would be nice to either disable transactional emails for different environments instead of having to go through everything, change it, then afterwards change it back. This could be applied if troubleshooting mode is enabled or WP_ENVIRONMENT_TYPE is set to something other than production.
