By now it is only possible to edit the Shipping Method and not the shipping instance in Woocommerce orders.

For example, when having several Flat Rate methods (both in the same shipping zone, and across other shippings zones), but when I edit my Subscriptions or Orders, I can only change the shipping method from “Flat Rate” to other methods like Table Rate, USPS, etc. You cannot select specific “Flat Rate” instances (the same way you can’t select specific Table Rate instances).

The shipping&instance_id=xx might be referred to in other plugins such as a forwarding agent API etc.
