Expose packing slips for local pickup orders

Right now you can’t print a packing slip without purchasing a label.

Local pickups don’t require a label, but may be packed all the same.

The packing slip template has checks for missing label information, but the REST API endpoint for it requires a label ID to be supplied.

I’d love to see this loosened up a bit to support printing a packing slip w/o a label.
