Filters for discount table

My client wants to be able to change the `10-999` row to `10+`. This can either be done by adding this option when curating the rule, or give us programmable support such as a WordPress filter before the table final output (so I can replace “10-999” with “10+”. Personally I prefer the filters since it’s much more flexible.
