This text above the login page on the checkout page can’t be changed via a hook:

“If you have shopped with us before, please enter your details below. If you are a new customer, please proceed to the Billing section.”

We could change the language file (not update-safe), use a gettext filter (negative impact on performance) or change the template.

It would be much better, if a hook would be available like “woocommerce_checkout_login_message”.
