New Rule – Shipping Method Instance

WooCommerce uses Shipping Methods and Shipping Method Instances. It would be very useful to have a Shipping Method Instance rule which we could use.

For example I am using the same Shipping Method for two different Shipping Method Instances (normal delivery and express delivery). They’re priced differently and I’d like to trigger an email to myself whenever an order comes in with the express delivery Shipping Method Instance chosen.
