Orders with free items and paid shipping does not commit

This is a bug report.
When having a new order with items that are on $0, but needs shipping (that is not free), the order is not being sent to Avalara at all.

The problem is at “WC_AvaTax_Order_Handler” class on “method set_checkout_order_meta”, which checks for the cart content tax, but not the shipping tax. I would also check if “fees” tax needed there too.
