The Standard Tax Rate editor allows you to save a bad record (ie, an entry where a string of zip codes has one that is separated with a comma instead of a semi-colon). The entry should be validated and refuse to save if the data is not in a valid format. As is, the row will save successfully, and when a purchase is made on a compound tax situation, the calculation will find the bad row, and just stop, allowing the customer to only pay taxes that were a higher priority. Short of this, perhaps an online validation tool could be created to allow us to test these long strings of zipcode data for errors prior to pasting them in.
