Qualifying Category for discount in Another Category

I am looking at buying this plugin but it does not have a feature i would need. I want to be able to offer spend x in Qualifying Category for discount in Another Category

If i was shoe shop, and there is a offer “spend $80 or more on sneakers for 50% off in socks”

As far as i can see i don’t think it is available without using the plugin.
