Recurring commission for subscriptions should be a user-level setting

Instead of having a global setting where commission for a subscription is either recurring not recurring, this should be a user level setting.

I have some affiliates (local clubs) who qualify for recurring subscription commissions, and I have other affiliates (YouTubers) who are only valid for one-time commissions.

    You can now manage and issue commissions for subscription parent and renewal orders with commission plans.

    Combine the above rule with the affiliate rule (learn more: https://woocommerce.com/document/affiliate-for-woocommerce/how-to-set-different-affiliate-commission-rates-for-affiliates/) and you can create new commission plans for different affiliates as below:

    * Plan 1: for local clubs who qualify for recurring subscription commissions
    * Plan 2: for YouTubers who are only valid for one-time commissions
