Providing free shipping to customers who have selected a specific add-on is definitely a good idea! However, since we haven’t received any more requests about this since you first published this request, we don’t plan to implement this in the foreseeable future.
As a workaround for your store, I would recommend writing some custom code to exclude all Shipping Methods except for Free Shipping when a specific add-on is found on cart item/order item level.
