Shipping Labels Payment method privileges

Currently, `/wp-admin/admin.php?page=wc-settings&tab=shipping&section=woocommerce-shipping-settings` only allows the Jetpack connection owner to configure Payment methods. This should be extended to allow for extended privileges. For example, WordPress VIP sites have Jetpack connections owned by WordPress VIP machine users.
