Use conditional logic to restrict the shipping and payment options available on your store.
Show the restriction notification before the user selects the “Place Order” button
Show the restriction message after they enter an address not after they select Place Order. That’s too late and not a great user experience to have to go through all of that only to find out at the very end that they can’t place their order.
