We think this would be a great feature to include within WooCommerce Blocks.
WooCommerce Blocks already has a ‘cart’ and ‘checkout’ block.
Ideally, this ‘thank you’ page block would include ‘one-click’ upsells.

A block based Thank you page is something we are experimenting with and it will be put on our roadmap for 2023.
