Per Product Shipping for WooCommerce
Define separate shipping costs per product which are combined at checkout to provide a total shipping cost.
Per Product Shipping : Use “EU” for country code
It will be very usefull if we can use “EU” as country code in Per Product Shipping plugin !

This would solve some issues but it would be better to define per product shipping on each product by Zone, which would resolve this issue. If you wanted to define a zone for EU it would give you this as well. check https://ideas.woocommerce.com/forums/133476-woocommerce/suggestions/41657350-set-product-price-per-shipping-zone
