This is actually how WooCommerce Bookings works today: the standard WooCommerce “New Order” and customer order confirmation emails are sent once per order and include all booked items in that order, not one email per booking. The per-booking emails you may be seeing are the separate “Booking Confirmed” notifications, which fire as each booking’s status changes (for example when an admin confirms a pending booking individually).
