Ability to specify TO: address for new request admin notification

Currently the New Request admin notifications are sent to the WordPress administrator email. We need a way to manage that and have them sent to a different address.

    +1 for this, I don’t really want my client as an admin and I also don’t want to be receiving the emails too as the administrator
