As a web developer of multiple sites and also an owner of couple ones, when setting the shipping rates i have to do it manually, and it is a pain to do it. It is super slow.
It would be great to be able to import/export a CSV so i can upload/download all the rates immediately.

Big +1 on this. Entering table rates manually across multiple shipping zones is painfully slow, and it gets worse when you run more than one store. A simple CSV import and export would save hours of repetitive work and cut down on typos. This feels like basic functionality that should have existed a long time ago.
