Currently referred orders that appear fraudulent are allowed and the referral is marked as ‘potential fraud’. This means the advocate who referred the order does not get the credit until the order is manually approved.

Adding a +1 here for some further options.
Many e-commerce sites use automatic shipping facilities, so the order is processed before the store owner can go in and mark the order as fraudulent and/or refund.
Possible solution would be to change the order status to “on-hold” for potentially fraudulent orders instead of “processing”?
